CLS debugger identified that my cookie consent banner was causing massive layout shift on load. Added position: fixed and reserved space. CLS dropped from 0.28 to 0.02 immediately.

Font loading was my CLS issue. Using font-display: optional eliminated the layout shift entirely.

Any element that loads asynchronously after the page renders can cause CLS. The debugger shows exactly which elements are shifting and by how much.
